By the time health plans receive their QHP Certification Notices, most of the annual filing cycle is already behind them. State review, plan confirmation and the limited correction window have wrapped, and attention is quickly shifting toward Open Enrollment.
For PY2027, CMS is scheduled to issue Certification Notices on October 6 and 7, confirming the final QHPs certified for the upcoming plan year. That makes this one of the last opportunities for filing teams to verify that the certified portfolio matches what the state approved and what the issuer intends to sell.
In this episode of Regulatory Joe, Joe Boyle walks through what QHP certification confirms, what filing teams should verify and why this is one point in the filing cycle where it pays to keep the right resources focused on the details.
What Does a QHP Certification Notice Confirm?
The QHP Certification Notice provides CMS’s final list of certified Qualified Health Plans along with the CMS-countersigned QHP Certification Agreement.
Within the federal process, issuers review the plan list presented through MPMS and confirm the plans they intend to offer through HealthCare.gov. That means checking the portfolio rather than assuming the information carried forward correctly from earlier filings and corrections.
The goal is straightforward: what CMS certifies, what the state approved and what the issuer intends to sell should all match.
How to Review Your Final Certified QHP Portfolio
When your Certification Notice arrives, compare CMS’s final certified-plan list against your final internal portfolio, state-approved filings, final plan confirmation and Plan ID Crosswalk.
Start by confirming that every expected HIOS Plan ID is present, withdrawn plans are removed and the correct variants and service areas are reflected. Then review major plan details such as rates, benefits, networks, formularies and cost sharing.
The Plan ID Crosswalk is especially important because it confirms how prior-year plans map to the new plan year and whether discontinued or changed Plan IDs were handled correctly.
If something doesn’t match, determine:
- What’s different
- Which record is correct
- Whether the discrepancy affects consumer-facing data
With the PY2027 limited correction window already closed, any remaining corrections may require a Data Change Request and coordination with CMS and the applicable state.
What Filing Teams Should Do After QHP Certification
Once the portfolio is confirmed, the next priority is making sure the rest of the organization is working from that same final information.
- Keep the right resources available: Filing teams may already be moving to other projects, but the people who know the portfolio need to remain available while final plan information is being reviewed and reconciled.
- Establish one final source of truth: Keep the Certification Notice, countersigned agreement and final plan inventory together so teams aren’t relying on earlier versions of the portfolio.
- Carry the final plan information downstream: Product, actuarial, network, pharmacy, enrollment, IT, marketing and service operations may all rely on the certified portfolio in different systems and workflows.
- Make sure member-facing teams have current information: Call center and service teams need the correct Plan IDs, benefit information and product details as members begin shopping and asking questions.
- Escalate unresolved discrepancies quickly: Certification leaves limited time and fewer correction options before Open Enrollment, so unresolved issues shouldn’t sit in a filing queue.
