The organization operated under multiple DBAs (Doing Business As entities), each tied to different tax IDs and regulatory obligations. Over time, licensure responsibilities had become fragmented across entities and external advisors, resulting in outdated records, unclear ownership of renewals, and limited visibility into compliance status by state. 

What initially appeared to be a routine licensing request quickly revealed broader exposure across the organization. Without immediate intervention, the TPA faced material regulatory risk, potential fines, and operational disruption—especially challenging as the company prepared for future consolidation and business growth.
