In his role as President, ClearFile Solutions at Penstock Group, Joe works directly with health plans to streamline their regulatory processes to ensure filings are completed correctly and on time to eliminate missed deadlines, fines and compliance issues. He also leverages his knowledge of ACA plans, commercial filings and supplemental filing to help health plans enter new markets and grow their product lines. In addition, Joe works closely with the Penstock Regulatory as a Service team to develop new solutions that alleviate the extensive filing and compliance burdens placed on plans.
Joe brings his years of regulatory expertise from his roles at Aetna and BMC HealthNet / Well Sense to the team. Most recently, as Director, ACA FFM Product Management at BMC HealthNet Plan / Well Sense Health Plan, Joe was an invaluable contributor to the growth and development of their QHP product line. In his role he was responsible for managing all submissions and state relationships to ensure certification was achieved. Additionally, he has expertise in the areas of deductible over accumulation, pharmacy eligibility remediation and benefit optimization.
Previously, at Aetna, Joe honed his expertise while managing Federally Facilitated Marketplace processes and requirements for over 20 exchange markets – expanding market share and growing Aetna’s line of business.
Joe is a subject matter expert staying ahead of the ever-changing regulatory filing environment to educate his clients and assist them in the evaluation and implementation of various state and federal regulatory measures.
