QHP Certification to Open Enrollment Checklist for ACA Health PlansĀ

For health plans using the federal Marketplace platform, the final stretch before Open Enrollment begins well before QHP certification notices arrive.

For PY2027, CMS is expected to issue certification notices October 6–7, leaving only a few weeks before Open Enrollment begins November 1. By that point, many state-level rate and form filings may already be approved, creating a tight final stretch where issuers need to reconcile state-approved information with the portfolio moving through the federal certification process.

Throughout the final stages of certification, issuers should be reconciling rates, benefits, member materials, URLs, provider directories and formularies against the plans they intend to bring to market. Once certification notices arrive, they can confirm that the final certified portfolio matches those expectations.

The final readiness review is fundamentally a reconciliation exercise across CMS systems, approved filings and consumer-facing plan information.Ā

Reconcile Final QHP Benefits, Rates and Member MaterialsĀ

As certification wraps up, review the plan details most likely to affect what consumers see and pay, including:

  • Deductibles, copays, coinsurance and out-of-pocket maximums
  • Core medical and prescription drug benefits
  • Applicable cost-sharing reduction variants

These details can appear across QHP application data, state filings and member materials, so final reconciliation is a crucial step. If a benefit changes during review, confirm that the update carried through every affected filing, template and document.

The same applies to premiums. Marketplace premium information should align with approved rates and QHP rating data, with regulatory, product and actuarial teams resolving any differences before enrollment begins.

Finally, confirm that the correct PY2027 SBCs, EOCs and related materials are finalized and consistent with the offering moving toward certification.Ā

Review QHP URLs and Public-Facing Plan Information

For PY2027, required machine-readable data and marketing URLs were due to be live and active by September 23. Issuers should now confirm that those destinations are functioning as intended before Open Enrollment.

Check that applicable links:

  • Open successfully and lead to the intended information
  • Point to the correct PY2027 materials
  • Match the correct plan, network or formulary

This may include links to SBCs, plan documents, provider directories, formularies, payment information and other required public information.

Provider directories and formularies deserve extra attention if network or pharmacy information changed late in the filing cycle. Where Marketplace preview functionality is available, issuers should also review key plan information from the consumer’s perspective, including plan names, premiums, deductibles, out-of-pocket maximums, service areas and links.

This review should also include the issuer’s marketing team or any third party responsible for producing or publishing consumer-facing materials. Final documents and URLs should be checked for accuracy and consistency against the approved product and filing information so the plan displayed to consumers matches what regulatory and product teams expect to bring to market.Ā Ā

Confirm the Final Certified QHP PortfolioĀ

Once certification notices are issued, the focus shifts to confirming exactly what CMS certified. This final review builds on the plan confirmation process, when issuers review the plans moving toward certification and confirm key plan-level information before CMS finalizes the portfolio.

For issuers operating through a Federally-facilitated Exchange or State-based Marketplace using the federal platform, compare the final certified portfolio against internal records.

Key items may include:

  • Plan, Standard Component and Product IDs
  • Plan marketing names, metal levels and plan types
  • Service areas and counties
  • Cost-sharing variants and standardized plan status, where applicable

Also confirm that every plan expected to come to market received the anticipated certification determination and that plans intentionally withdrawn or excluded do not appear unexpectedly. Any discrepancy should be escalated immediately through the appropriate internal, CMS, Marketplace or state channels, depending on the issue and where it originated.

State approval and CMS certification are related but separate. A rate or form may already have state approval while the corresponding plan is still moving through the federal QHP certification process, so issuers need to reconcile both before treating the portfolio as final.

State-based Marketplaces operating their own eligibility and enrollment platforms follow their own certification processes and timelines.Ā

Preserve the Final QHP Certification RecordĀ

Once the portfolio and consumer-facing information are confirmed, preserve a clear record of what was approved, certified and brought to market.

That record may include:

  • CMS Certification Notice and countersigned Certification Agreement
  • Final certified plan list and applicable state approvals
  • Final QHP application data, rate and form approvals
  • Final SBCs, EOCs and other member materials
  • Submitted URLs, correction records and material regulator correspondence

For issuers offering QHPs through a Federally-facilitated Exchange, federal regulations require certain Exchange-related records to be maintained for 10 years.

Beyond formal retention requirements, keeping the final certification record organized gives teams a clear source of truth for future audits, corrections, consumer inquiries and the next filing cycle.Ā

Make Final QHP Readiness a Reconciliation ProcessĀ

The final weeks before Open Enrollment are less about creating new plan information than making sure the information already approved, submitted and published still lines up.

Before certification notices arrive, issuers can reconcile benefits, rates, materials and public information. Once notices are issued, they can confirm the final certified portfolio and preserve the record of what ultimately went to market.

That final reconciliation helps ensure the QHP consumers see during Open Enrollment matches the plan the organization intended to offer.
